The following is a press release from the Eastern Caribbean Collective Organisation for Music Rights (ECCO) Inc.:
The Eastern Caribbean Collective Organisation for Music Rights (ECCO) Inc. and REV-UP SLU 95.9 FM today announced the signing of a comprehensive copyright licence agreement, ensuring that the station’s broadcast of local, regional, and international music fully compensates the songwriters and publishers whose works are played.
The agreement grants REV-UP SLU 95.9 FM the legal right to use ECCO’s vast repertoire of copyright music across its programming. In turn, the licence fees collected by ECCO will be distributed as royalties to its members, directly supporting music creators in Saint Lucia and the wider Eastern Caribbean.
“This partnership represents a significant step forward for music rights in Saint Lucia,” said Mr. Martin A. James, CEO of ECCO. “REV-UP SLU is not just a station that plays great music, they are now a station that actively invests in the livelihood of the people who create that music. We applaud their leadership and their public-spirited commitment to doing the right thing.”
REV-UP SLU 95.9 FM, known as “The Alpha of Radio”, broadcasts an exciting mix of Caribbean, Latin, pop, reggae, soca, and zouk from its studios at the Gablewoods Shopping Mall in Sunny Acres. Station management described the licensing agreement as a natural expression of the station’s deep community roots.
“Everything we do at REV-UP is about Saint Lucia – our culture, our people, our rhythm,” said Mr. Andre Paul, Owner of REV-UP SLU 95.9 FM. “You can’t claim to love the music if you don’t respect the people behind it. Signing with ECCO was never just a legal requirement for us, it was a moral one. We forcefully encourage every other broadcaster in this country to join us in putting our artists first.”
The signing comes at a pivotal moment for copyright compliance within Saint Lucia’s radio landscape. As of late 2025, ECCO reported that only a fraction of the island’s two dozen broadcasters held valid music-use licences. By formalising this agreement, REV-UP SLU positions itself among the compliant minority and serves as a clear example of industry best practice.
ECCO Inc., established in 2009, is the sole Collective Management Organisation (CMO) representing music creators across six Eastern Caribbean territories, including Saint Lucia. The non-profit’s mission is to protect the rights of songwriters and publishers by issuing licences to music users and securing fair royalty payments. In 2025 alone, ECCO distributed over XCD $2.8 million in total royalties to music rights holders.
For REV-UP SLU 95.9 FM, the agreement secures uninterrupted access to millions of songs for its loyal listeners while guaranteeing that a portion of every play goes back to the creative community. The station and ECCO view the deal not as an endpoint, but as the foundation for ongoing collaboration to promote and protect Caribbean music.
“Saint Lucian music is the soul of our airwaves,” Paul added. “This licence means that every time we play a local artist’s track, we are literally putting money in their pocket. That’s a powerful thing, and we’re proud to finally make it official.”
ECCO urged other radio stations, hotels, restaurants, and event promoters across the Eastern Caribbean to follow REV-UP SLU’s lead by obtaining the necessary licences, stressing that building a sustainable music industry requires the participation of every business that benefits from copyright music.
