Prime Minister Philip J. Pierre has outlined an ambitious, people-focused vision for his incoming Chairmanship of CARICOM, pledging to ensure that the regional integration movement delivers tangible results that citizens can “see, hear and feel” in their daily lives.
Speaking in an address delivered on June 30, the Prime Minister said he accepted the role with a strong sense of responsibility and commitment to advancing regional unity, resilience and development.
“Today, I speak to you as Prime Minister of Saint Lucia and as the incoming Chairman of CARICOM,” Pierre said. “I accept this responsibility with humility, determination and a deep sense of service to the people of our region.”
He underscored the founding principle of CARICOM, stressing that regional cooperation remains essential in an increasingly complex global environment.
“CARICOM has always been built on a simple but powerful belief that our countries can achieve more together than we ever could alone,” he stated. “That belief remains as important today as it was at the founding of our community.”
The Prime Minister noted that Caribbean nations are currently navigating shifting global realities, with citizens facing economic pressures, social challenges and evolving development needs.
“Across our region, we are navigating a rapidly changing world. Our people are working hard to build better lives. Our economies are adapting to new realities, and our societies continue to face challenges that require cooperation, innovation and unity.”
Pierre said one of the central questions guiding his tenure will be how CARICOM can become more relevant to ordinary citizens.
“At this moment, many citizens are asking an important question, how can CARICOM make a greater difference in our everyday lives?”
He said this question will shape his leadership approach, with a focus on ensuring that regional integration moves beyond formal meetings and policy declarations.
“This is the question that must guide our work. During my tenure as Chairman, my commitment is clear. CARICOM must continue to move closer to the people. It must be seen and felt not only in meetings and declarations, but also in communities, schools, businesses, homes, and in the opportunities available to every Caribbean citizen.”
Pierre emphasized that regional unity must be strengthened through cooperation and mutual respect among member states, noting that diversity remains a key asset for the Caribbean.
“We must strengthen our unity. The Caribbean is strongest when we work together, speak with purpose, and respect the voices and contributions of every member state,” he said. “Our diversity, our cultures, languages, traditions, and experiences is one of our greatest strengths.”
He also called for accelerated efforts to build a more resilient and sustainable Caribbean, pointing to several priority areas including climate action, food security, economic growth, digital transformation, and trade.
“We must also continue to build a more resilient and sustainable region,” Pierre said. “This means advancing climate action, strengthening food and nutrition security, supporting economic growth, embracing digital transformation, expanding opportunities for trade and investment, and improving the movement of people, skills, services, and ideas across our community.”
At the center of his vision, he stressed, must be the Caribbean people themselves, ensuring that all citizens feel represented in the regional agenda.
“At the heart of this work must be our people,” he stated. “Every Caribbean citizen, regardless of age, gender, ability, background, occupation, or circumstance, must be able to see themselves reflected in the regional agenda and feel that CARICOM is working to improve their lives, expand the opportunities, and strengthen their future.”
Pierre also highlighted the link between development and security, saying both must advance together to ensure stability and progress across the region.
“We must also work together to build a safer, more secure, and more hopeful communities,” he said. “Development and security go hand in hand, and every citizen deserves the opportunity to live, work, learn, and thrive in peace and dignity.”
His address signals a Chairmanship agenda centered on practical outcomes, regional solidarity and a renewed emphasis on ensuring that CARICOM’s work is felt directly in the lives of Caribbean people.
